Woman sentenced to prison for vehicular homicide in fatal 2018 crash

A woman who drove drunk and killed a Des Moines man after crashing into him before fleeing the scene has been sentenced to prison.

Oleaf Teoh, 23, was convicted in April of Homicide by Vehicle – OWI, Homicide by Vehicle – Reckless Driving, Leaving the Scene of an Accident Resulting in Death and Malicious Prosecution. 

On February 25, 2018, Des Moines Police Department patrol and Des Moines Fire Department rescue personnel responded to a report of a car vs. pedestrian crash in the 2800 block of Urbandale Avenue.

Officers arrived on the scene to find a deceased male adult, 33-year-old Matthew Otto of Des Moines.

Teoh’s vehicle left the scene after striking Otto.

Fingerprint examination determined that the name Teoh originally provided police was false.

“I have nightmares of his terror that night, and all he would have gone through,” Otto’s widow, Amber Otto, said during her victim impact statement Thursday morning in Polk County Court. “The pain of not being able to tell Matthew I love him in his final moments, knowing that his last moments were terrifying and painful.”

Teoh was sentenced to 26 years in prison with a mandatory minimum of 17.5 years served because she left the scene. 

$150,000 in restitution to Otto’s family was also ordered.
